Memorial Page for Elisabeth Kopp (née Peschel)

Elisabeth Kopp (born Anna Elisabeth Iklé on 16 December 1936 in Zurich; died 7 April 2023 in Zumikon) was a Swiss lawyer and politician of the Free Democratic Party. In 1984 she became the first woman elected to the Swiss Federal Council and headed the Federal Department of Justice and Police.

Zurich and Zumikon

Kopp studied law in Zurich and Florence. She became politically active early in the Zurich FDP. In Zumikon she served on the municipal council and later as mayor. This gave her political experience at local level before she was elected to the National Council in 1979. Her profile connected centre-right liberal politics with equality, environmental protection and legal reform.

First woman in the Federal Council

On 2 October 1984 the Federal Assembly elected Elisabeth Kopp to the Federal Council. Thirteen years after women gained the federal vote in Switzerland, a woman entered the national government for the first time. Kopp took over the Justice and Police Department. Her time in office included reforms of marriage and family law, data protection and measures against money laundering.

Resignation and acquittal

In late 1988 Kopp came under political pressure after it became known that she had warned her husband, Hans W. Kopp, by telephone about inquiries surrounding a company. The allegation concerned a possible breach of official secrecy. On 12 January 1989 she resigned from the Federal Council with immediate effect. The Federal Supreme Court later acquitted her because it could not be proved that she knew the official origin of the information.

Later perception

After her resignation, Kopp lived more outside daily politics, but remained a reference point in debates about women in public office. Later tributes made clearer how strongly her 1984 election changed political Switzerland. At the same time, her resignation remained part of her story. Both belong together: the breakthrough of a woman into an office previously held by men, and the political severity that followed.

Farewell

Elisabeth Kopp died in Zumikon on 7 April 2023 after a long illness. She was 86 years old. Her name remains connected with a historical moment in Swiss democracy, with concrete government work and with a political crisis later viewed in a more nuanced way.
