Richard Felton Outcault (* 14. January 1863 in Lancaster; † 25. September 1928 in Flushing) was an uS-amerikanischer Comiczeichner, Autor und Maler. He was 65 years old. He studied at Art Academy of Cincinnati. He worked at The Street Railway Journal, Truth Magazine, Life, Judge, New York World and New York Journal-American. He was awarded the Will Eisner Hall of Fame. He was buried at Forest Lawn Memorial Park.
