Rafail Mil'ner (* 20. December 1910 in Monastyryshche; † 4. July 1979 in Kharkiv) was a hero of the Soviet Union. He was 68 years old. He studied at V. I. Lenin Military-Political Academy. He worked at Kharkiv State University of Food Technology and Trade. He received 10 awards, including Hero of the Soviet Union, Order of Lenin. He was buried at Second City Cemetery.
